The 1st Energy Planning Summit will mark the official launch of the Global Coalition for Energy Planning (GCEP), a landmark initiative emerging from Brazil's 2024 G20 presidency to address the critical investment gap in the clean energy transition through improved energy planning. This high-level event brings together senior officials from planning and finance communities in a structured dialogue to establish this new global platform for cooperation.

The GCEP is a non-binding voluntary initiative designed to serve as a platform for collaboration, knowledge exchange, and capacity building, particularly in developing countries. It aims to facilitate flexible engagement among members to achieve better implementation of energy planning through investments in energy transition worldwide.

The Coalition's creation was formally endorsed during Brazil's G20 presidency in 2024, when energy planning was positioned at the center of debate for accelerating financing and investment in the energy transition in EMDEs. The Ministerial Outcome Statement adopted in Foz do Iguaçu noted the establishment of the GCEP, recognizing the importance of energy planning in supporting investment mobilization and project pipeline development.

The establishment of GCEP responds directly to the urgent challenges facing the global energy transition. Despite growing commitments and announcements, a significant financing gap persists, particularly in emerging markets and developing economies (EMDEs), threatening to delay global energy transition efforts. Energy planning has received renewed attention as a critical tool to bridge this gap by providing data-based evidence and clarity, potentially helping to reduce investment risks, strengthening energy security, and mobilizing capital toward sustainable energy and infrastructure projects.

GCEP activities will be guided by five core principles, as follows:

        Promoting transparent and effective energy planning.

        Facilitating knowledge exchange and capacity building.

        Catalysing investments by creating enabling environments.

        Encouraging national ownership of energy planning processes and inclusive participation.

        Leveraging existing initiatives and partnerships.

 

The Brazilian government, as its first lead country, in collaboration with the International Renewable Energy Agency (IRENA), which is in charge of GCEP's Secretariat, is hosting this Summit to define GCEP’s operational framework and mark a new chapter in global cooperation on energy planning.

 

Objectives

The 1st Energy Planning Summit seeks to:

        Launch the Global Coalition for Energy Planning (GCEP) by presenting its vision, structure, and goals, securing broad political and institutional support.

        Strengthen political commitment to energy planning as a catalyst for investment mobilization.

        Foster dialogue between energy planning and finance communities to promote alignment and cooperation.

Expected outcomes:

        Formal launch of the Global Coalition for Energy Planning (GCEP), with founding members and partners signing the Letter of Principles.

        Consensus on GCEP priority workstreams and a clear roadmap for action.

        Initial stakeholder mapping and mobilisation of stakeholders for active participation.

        Enhanced mutual understanding and strengthened partnerships between energy planning and finance sectors.

Planning ecosystems can vary strongly across countries, with governments adopting different governance structures and encouraging capacities in various institutions in the public and private sectors. While the technical capacity to develop plans can lie in different places, it is imperative for governments to at least develop the capacity to understand and utilize these plans and their outcomes effectively.

Objective: This session will focus on countries’ perspectives, showcasing successful experiences in building institutional frameworks that enable national ownership of energy planning processes. It will highlight diverse approaches to structuring planning institutions, strengthening technical capacity, and ensuring stakeholder engagement; all with the goal of translating energy plans into investment-enabling outcomes.

This session supports GCEP Principles 1 (Promoting transparent and effective energy planning) and 4 (Encouraging national ownership of energy planning processes and inclusive participation).

Energy planning can play a critical role in shaping investment-enabling environments, but this potential is often overlooked. This session will explore how development banks support countries in using energy planning outcomes to create stable investment environments.

Objective: This session will explore how development banks support countries in transforming long-term energy plans into investment-enabling environments. It will focus on the advisory, financial, and institutional support these banks provide to help align planning outputs with the policy, regulatory, and risk frameworks needed to attract capital.

Session 4: Turning National Energy Plans into Project Pipelines for Investment.

Although national energy plans increasingly reflect long-term climate and development targets, they often fall short in meeting the bankability criteria needed to mobilize private investment.

Objective: This session will focus on private sector finance perspectives. It will explore how energy planning processes can be structured to support the development of project pipelines, prioritization of investment opportunities, and assessment of financial viability, ultimately improving the alignment between planning outputs and investor requirements.

This session supports GCEP Principle 3 (Catalysing investments by creating enabling environments.)

Session 5: Planning for Energy Access and Transition Investment.

Lack of access to energy remains a critical global challenge despite tremendous strides in increasing energy access as called for under SDG7. Over 750 million people remain without access to basic electricity and clean cooking. While energy financing has consistently increased, this increase has not been channeled to countries with the biggest needs for improving energy access. Energy planning has the potential to be a data-driven tool that can mobilize the necessary investments to address these challenges. 

Objective: Through successful case studies, this session will examine how inclusive and participatory energy planning processes create investable opportunities for expanding energy access, ensuring development benefits reach underserved communities and contribute to reducing energy poverty.

This session supports GCEP Principles 3 (Catalyzing investments by creating enabling environments) and 4 (Encouraging national ownership of energy planning processes and inclusive participation).

Due to the ever-increasing importance placed on national energy planning and its crucial and evolving role in meeting energy and climate targets, many initiatives have been established to facilitate knowledge-sharing and capacity-building in this space.

Objective: This session aims to map and discuss existing regional and global initiatives that can be used to support Global South in enhancing institutional Planning capacity. Initiative representatives will also discuss how they can find synergies among them and with the newly launched GCEP.

This session supports GCEP Principle 5 (Leveraging existing initiatives and partnerships).

Panel discussion 1: Strengthening Institutional Capacities.

This panel will explore how international and regional initiatives support countries in building institutional frameworks for long-term energy planning. Panelists will share how their platforms help shape mandates, coordination, and governance, and how GCEP can build on these efforts.

Day 2 – June 4, 2025 (Wednesday) - From Vision to Action: Operationalizing the Global Coalition for Energy Planning

The second day will focus on the operational mechanisms in which the Coalition can effectively deliver on its mandates set out in the Letter of Principles. The sessions will provide a participatory setting for different stakeholders to shape the Coalition and its workstreams through outlining top priorities in the energy planning space, expected results from the Coalition, and developing workstreams that can effectively address the gaps and challenges in the planning-finance interface highlighted on the first day.

Note: sessions 7, 8, and 9 are invitation-only. With the participation of representatives from governments, financial institutions, and Intergovernmental organizations.

Building on the strategic discussions from Day 1, this session introduces the proposed workstreams of the Global Coalition for Energy Planning (GCEP). The session will also set the context for the participatory working sessions that follow.

Objective: To present the structure and thematic scope of GCEP’s proposed workstreams, clarify their intended contributions, and provide a common frame of reference for participants ahead of the collaborative design discussions in Sessions 8 and 9.
