The 1st Energy Planning Summit will mark the official launch of the
Global Coalition for Energy Planning (GCEP), a landmark initiative emerging from Brazil's
2024 G20 presidency to address the critical investment gap in the clean energy
transition through improved energy planning. This high-level event brings
together senior officials from planning and finance communities in a structured
dialogue to establish this new global platform for cooperation.
The GCEP is a non-binding
voluntary initiative designed to serve as a platform for collaboration,
knowledge exchange, and capacity building, particularly in developing
countries. It aims to facilitate flexible engagement among members to achieve
better implementation of energy planning through investments in energy
transition worldwide.
The Coalition's creation
was formally endorsed during Brazil's G20 presidency in 2024, when energy
planning was positioned at the center of debate for accelerating financing and
investment in the energy transition in EMDEs. The Ministerial Outcome Statement
adopted in Foz do Iguaçu noted the establishment of the GCEP, recognizing the
importance of energy planning in supporting investment mobilization and project
pipeline development.
The establishment of GCEP
responds directly to the urgent challenges facing the global energy transition.
Despite growing commitments and announcements, a significant financing gap
persists, particularly in emerging markets and developing economies (EMDEs),
threatening to delay global energy transition efforts. Energy planning has
received renewed attention as a critical tool to bridge this gap by providing
data-based evidence and clarity, potentially helping to reduce investment
risks, strengthening energy security, and mobilizing capital toward sustainable
energy and infrastructure projects.
GCEP activities will be
guided by five core principles, as follows:

investments by creating enabling environments.

Encouraging
national ownership of energy planning processes and inclusive participation.

Leveraging
existing initiatives and partnerships.
The Brazilian government,
as its first lead country, in collaboration with the International Renewable
Energy Agency (IRENA), which is in charge of GCEP's Secretariat, is hosting
this Summit to define GCEP’s operational framework and mark a new chapter in
global cooperation on energy planning.

Roadmaps, IRENA Planning ecosystems can vary strongly across

Office. Lack of access to energy remains a critical
global challenge despite tremendous strides in increasing energy access as
called for under SDG7. Over 750 million people remain without access to basic
electricity and clean cooking. While energy financing has consistently
increased, this increase has not been channeled to countries with the biggest
needs for improving energy access. Energy planning has the potential to be a
data-driven tool that can mobilize the necessary investments to address these
challenges. Objective: Through successful case studies, this
session will examine how inclusive and participatory energy planning
processes create investable opportunities for expanding energy access,

through outlining top priorities in the energy planning space, expected results
from the Coalition, and developing workstreams that can effectively address the
gaps and challenges in the planning-finance interface highlighted on the first
day.
